Establish a universal guaranteed adequate income

Set up a universal guaranteed adequate income (UGAI) so that everyone gets an income at or above the poverty line. Rich people will pay it back to the government in taxes, but they will get it, too. The crime rate will drop and the economy will do great. Robin Hood was right: Take from the rich and give to the poor.
