Freeze credit card interest and late fees

I am failing to deal with this problem. How about the following changes?

If we pay anything at all to the credit card companies in the next two years, they should not be able to charge a late fee. If we pay less than the monthly minimum, they should not be able to increase our interest rates over the next two years. Many middle-income Americans have lost their jobs and cannot find any job. And many others have had to take jobs that pay significantly less than what they were making before.
