Provide low cost, subsidized higher education

How does Europe offer such inexpensive higher education? Raise taxes? Channel money away from defense and into our universities? I work with people who live at or below the poverty line. All of them lack higher education. A major deterrent is the high cost of tuition. Our nation is losing a major asset in its intelligent, but undereducated citizens.
